Acquisition

The acquisition of the new client and patient information system was launched in autumn 2013. At the time, the municipalities in the Helsinki Metropolitan Area (Helsinki, Kauniainen, Kirkkonummi, Vantaa) and HUS became a procurement ring, where one contract party was the procurement company KL-Kuntahankinnat Oy. The acquisition procedure for the client and patient information system started on 30 August 2013, when the request for participation applications was published.

Each member of the ring are their own procurement unit. Each procurement unit has separately made the decision to participate in the acquisition. The municipalities, HUS and KL-Kuntahankinnat Oy will also make the decisions concerning the providers accepted into the negotiations, possible intermediate eliminations and finally the acquisition itself.

The costs during the acquisition will be distributed so that HUS pays half of them and the municipalities the other half, in relation to their population numbers. The implementation and commissioning in the whole area will be paid in accordance with Oy Apotti Ab’s ownership shares (HUS 46 %, HKI 38 %, Vantaa 13 %, Kirkkonummi 2,5 % and Kauniainen 0,5 %). The final distribution of maintenance and support costs will be specified well in advance before the system is commissioned. Thus far, 500 professionals have participated in the acquisition’s specification and design work, the acquisition process and product comparisons.
